Cops, instead of hitting to find out wanted levels, can use a command /warrant <player name> if a warrant is issued it will tell the cop their wanted. Here's the catch, warrants are only issued if someone reports the crime OR your wanted level hits a certain threshold (say below 200 you're fine, over 200 you have a warrant auto issued). That way petty crimes don't get discovered unless someone sees, but repeating criminals get tracked down. Also, could make /warrant show a list of everyone that has warrants.

I like your ideas here! I think it would definitely add more meaning to the currently-underutilized /report command. Maybe once a warrant is issued for a report, it would only be available for a certain amount of time? And, of course, once a wanted criminal is jailed, the warrant would disappear.
Unrelated suggestion, but could mayors also get access to /radio to communicate with cops? In my efforts to minimize the crime rate, I always have to call specific cops when I notice crime, and access to this would be much more convenient.
